Caltrans District 10, North Stockton I-5 Widening Project

Touré provided scheduling, supervision of staff, and oversight of environmental permitting compliance to include initial surveys, pre-construction surveys, construction monitoring for bats, fishes, migratory birds, Swainson’s hawk, burrowing owl, and environmental awareness program; inspections and review of regulatory permits during dewatering and fish relocation and salvage activities for bridge construction and box culvert replacement construction activities. Implementation of SWPPP, Water Pollution Control Manager (QSD), erosion control installation, maintenance, and removal to include environmental oversight for the protection of natural resources. Attending weekly project meetings with the contractor and Caltrans staff, preparing weekly, monthly, quarterly, and annual reports. Routine coordination and oversight of environmental compliance with Caltrans staff and contractor in accordance with the regulatory permits issued for the project.

Implementation of SWPPP, Water Pollution Control Manager (QSD), erosion control installation, maintenance, and removal to include environmental oversight for the protection of natural resources. Attending weekly project meetings with the contractor and Caltrans staff, preparing weekly, monthly, quarterly, and annual reports. Routine coordination and oversight of environmental compliance with Caltrans staff and contractor in accordance with the regulatory permits issued for the project.

Caltrans District 4, I-280 Emergency Drainage Correction Project

Water Pollution Control Program, QSD/Project Biologist, Erosion Control Maintenance, Environmental Awareness Program (Project Biologist/QSD)
Touré prepared and implemented the Water Pollution Control Program (QSD) and Environmental Awareness Program (Project Biologist) for Caltrans District 4, Emergency Repair Project above Crystal Springs Detention Basin. Toure Associates provided stormwater BMP training, maintenance of erosion control measures, and oversight of environmental compliance to include construction monitoring, inspections, and review of regulatory permits. The drainage improvements consisted of extending downdrain pipe to the Crystal Springs detention basin, constructing a cement lined v-ditch below the roadway weep holes, improving and replacing the existing drainage inlets, and improving the overall drainage system for the location. Additional items include site prep and demolition, storm drainage, joint trench, paving, and landscape drainage
improvements.

Mitigation and Monitoring Plan, Revegetation, Regulatory Permitting and Coordination for Riparian Species and Valley Elderberry Relocation (Regulatory Specialist)
Preparation and submission of the regulatory permits for Corps, USFW, Regional Board, and CDFW for the demolition and replacement of bridge over the Kern River. Communication with the Contractor, Tulare County, Caltrans, and regulatory agencies to coordinate permitting compliance. Prepared Habitat Restoration and Compensatory Mitigation Plan and provided Mitigation and Monitoring Plan for the EIR and based on the project’s anticipated impacts to riparian habitat, waters of the U.S., including wetlands, and mitigation needed for aquatic species. Toure Associates researched and identified appropriate and acceptable compensatory wetland and riparian mitigation options, including reviewing the feasibility, costs, and timing of each to satisfy the Mitigation and Monitoring Plan and the regulatory agencies.

Moita Road Improvement Project

Culvert Replacement, Bioswale Construction, Erosion Control Installation and Maintenance, WPCP (Regulatory Specialist & Project Biologist)
Touré prepared the regulatory permitting package for the construction of a bridge over an unnamed drainage and new roadway through open space habitat conservation lands in the City of Clayton, Contra Costa County. Responsible for coordination with the Departments of Public Works, Flood Control, Drainage, Encroachment, and Permits, to include conducting technical studies for California tiger salamander, burrowing owl, California red-legged frog, and migratory bird species; scheduling meetings, supervision of staff, and oversight of environmental compliance. Toure Associates is currently providing the environmental engineering services for the removal and replacement of two culverts, bioswale design and construction, stream protection, and erosion control for a 40-acre project site within the City of Clayton, Contra Costa County. Preparation and review of building codes, regulatory permits, and construction monitoring to ensure protection of natural resources. Requiring weekly meetings with county staff, state and federal agencies, and subcontractors. Routine coordination and oversight of plan reviews and project compliance in accordance with Contra Costa County.

Elk Grove Creek Trail Crossing Project

Dewatering, Creek Restoration, and SWPPP (Project Biologist/QSD)
Based on prior work in conducting environmental and regulatory compliance services within the counties of Fresno, Tulare, San Joaquin, and Sacramento, Touré Associates was retained by R&L Brosamer. The specific needs of the project required Toure Associates to implement revisions to the original SWPPP document provided to the Contractor by the City. A revised SWPPP document was prepared along with a Dewatering Plan for submission to the Regional Water Quality Control Board (RWQCB) and U.S. Fish and Wildlife Service (USFWS). Environmental compliance services included coordination with California Department of Fish and Wildlife (CDFW), preparing SWPPP amendments, weekly QSP inspections and reporting, overseeing BMP installation and implementation, review of regulatory permits, coordination with biologists during implementation of the dewatering and restoration plan, and attending project meetings with the City and Contractor. Providing sampling and analysis during in-water work, submission of SWPPP annual report, Notice of Termination, and SMARTS data entry. Touré Associates performed all field site inspections and prepared all environmental reports to meet CEQA and regulatory compliance.

Saratoga-Sunnyvale Road Box Culvert and UPPR Bridge Replacement Project

Box Culvert Replacement, Restoration, Construction Monitoring, Environmental Awareness Program (Project Biologist/QSD)
Toure provided initial surveys, pre-construction surveys, migratory nesting bird surveys, construction
monitoring, and environmental awareness training to include erosion control implementation and maintenance
for project site located along Calabazas Creek, between Saratoga-Sunnyvale Road and the Union Pacific Railroad
(UPRR) in the City of Saratoga. Project activities consisted of construction of detention basins, culvert
modification, and UPRR bridge replacement on land owned primarily by the SCVWD, UPRR, and the City of
Saratoga. Additional staging areas were located along the PG&E right-away.

Environmental Oversight (Project Biologist/QSD)
Touré prepared the SWPPP and is currently implementing environmental compliance and oversight for project mitigation and monitoring program which includes migratory nesting bird surveys. The Van Ness Corridor Improvement project extending from Mission Street (south) to North Point Street (north), an approximately 2.25-mile urban corridor in the City of San Francisco. Toure provides job site management and preparing permitting packages consisting of dust control, excavation, earthwork, loading/unloading, demolition, stockpiles, work areas, staging areas, street/sidewalks; sound level monitoring; soil handling and hazardous materials; groundwater dewatering; stormwater BMP’s; and related tasks for the San Francisco Muni Transit Authority and contractor.

Atwell Island Restoration Project

Touré served as the Project Director for the Central Valley Project Improvement Act (CVPIA) a federal government project that prepared and reviewed Environmental Studies and Research conducted for federally and state funded projects throughout the Central Valley of California. Implemented restoration plans for a suite of Central Valley plant and wildlife species for lands acquired by the Bureau of Reclamation and Bureau of Land Management.
